Robin Urkums is the founder of Emerald Consulting and a seasoned federal government professional with over 38 years of experience across multiple federal agencies — including 22 years at the Department of Homeland Security, where she was among its founding members in 2003.

Educated at UMBC with a B.A. in Health Science and Policy and holding a Master of General Administration (Human Resources) from the University of Maryland Global Campus, Robin built her career navigating the full complexity of federal human capital — from law enforcement retirement and position classification to employee engagement policy under multiple Presidential administrations.

She retired from federal service in September 2025 and now brings that hard-earned expertise directly to employees who are facing what she has guided organizations through for decades: the high-stakes complexity of leadership transition.
